Being the “key link” of warship formation system operation, the development degree of operational effectiveness affects directly completed degree of operational task. Aiming at problems of lacking adaptive theory for communication operational effectiveness, starting with operational task, taking timeliness and veracity of information transmission as the core, an evaluation index system based on operational task is built, and a communication operational evaluation method system is proposed by using the techniques of consensus ranking, weighting summation and catastrophe theory.
